Definition
        HIVQUAL (Quality of HIV Care) is development model for quality improvement in HIV care by enhancing the capacity and capabilities for quality management on HIV/AIDS care in hospitals. IVQUAL (Quality of HIV care)

Background 
          HIVQUAL was initiated and developed by the New York State Department of Health AIDS Institute. The main objective is to improve the quality of HIV/AIDS care.

          HIVQUAL Project was applied from Yin Yang Chinese philosophy to develop the quality of HIV/AIDS care. The quality of HIV/AIDS care is continuous process consisting of 3 main factors; Performance Measurement (PM), Quality Improvement (QI), Infrastructure Development. And Group Learning meeting is for facilitation QI activities. PM and QI has usually conducted and implemented in concert with infrastructures support. Infrastructure for quality management means policy support, advisory team on quality development, quality committee, quality team work, and resources to facilitate quality activities. This process leads to continuous quality improvement (CQI).

HIVQUAL Model:                                                                                                       

          The ‘dual circles’ icon shows the two interdependent cycles of the HIVQUAL Model and provides a ‘road map location’ in this document for each of the nine steps. The Program Cycle (‘outer circle’) shows the sequence of activities for developing a facility’s HIV quality improvement program. The Project Cycle (‘inner circle’) shows the steps for conducting specific quality improvement projects.

HIV Quality Program Cycle

There are three steps in HIV Quality Program to build and sustain an HIV-specific quality infrastructure.

1. Program Step I: Develop and Plan a Quality Management Program This step is devoted to establishing and maintaining a quality management program throughout the organization.

  • Identify leaders and key stakeholders 
  • Form a quality management committee 
  • Develop HIV quality management plan 
  • Strategize to implement the quality plan

2. Program Step II: Facilitate Implementation of HIV Quality Program During program facilitation, the HIV quality committee helps implement the quality plan especially

  • Establish performance measurement systems. 
  • Review performance data. 
  • Establish improvement project teams. 
  • Support quality improvement 

3. Program Step III: Evaluate HIV Quality Management Program

  • Evaluate HIV quality program effectiveness. 
  • Evaluate project team performance. 
  • Learn and respond to past performance. 
  • Strategize to sustain the quality program.

Quality Improvement Project Cycle

          There are six steps in Quality Improvement Project 

Project Step 1: Review, Collect and Analyze Project Data

  • Review and collect project data. 
  • Collect project data. 
  • Analyze and share results.

Project Step2: Develop A Project Team

  • Establish project team dynamics. 
  • Write an improvement project memo.

Project Step 3: Investigate the Process

  • Understand the process.
  • Identify underlying causes.

Project Step 4: Plan and Test Change

  • Plan-Do-Study-Act (PDSA) cycles. 
  • Plan for pilot tests. 
  • Conduct pilot tests.

Project Step 5: Evaluate Results with Key stakeholders

  • Summarize improvement project results. 
  • Evaluate results with HIV quality committee.

Project Step 6: Systematize changes

  • Sustain improvements.
